In its April 2005 issue, the Star & Shield, the official publication of the
Los Angeles County Professional Police Officers Association (“PPOA”),
published a December 30, 2004 letter to the Office of Independent Review from John R. Stites II, President of PPOA. The correspondence expressed concern about a section of OIR’s Third Annual Report in which we discussed the slowness and inefficiencies of the “meet and confer” process and recommended more effective ways for the process to occur. In his letter,
Mr. Stites intimated that OIR had suggested that there was no need for
LASD to “meet and confer” with the unions regarding proposed changes in working conditions.
OIR was intent on disavowing Mr. Stites' characterization of our Report, and on addressing his other concerns. We did so in a reply letter dated Janaury 18, 2005. We have subsequently asked the Star & Shield to publish this written response, which asserts our unequivocal support for a union voice in the reform process.
